What CN-1249 is

CN-1249 is the official TDEC SWPPP template designed specifically for single-family residential lot construction. Rather than commissioning a custom plan, an eligible homebuilder can document erosion and sediment controls for an at-grade lot on this standardized form.

Who can use it

CN-1249 is intended for at-grade, single-family residential lots. It is generally appropriate when:

The work is single-family residential construction on an individual lot.
The lot is built largely at existing grade.
The lot is part of a permitted common plan (the subdivision) with its own broader coverage.

Who cannot use it

CN-1249 is not appropriate when the project involves mass grading, significant cut-and-fill, commercial construction, or conditions that require engineered controls. Those situations call for a full SWPPP and often a professional engineer. Using the homebuilder form where it does not apply can leave you out of compliance.

The two certifications

CN-1249 typically involves two responsible parties: a Primary certification (the owner or developer) and a Secondary certification (the contractor performing the work). Both have obligations to follow the plan and maintain controls.
